C++ add to Intellisense without #include in the file

Please forgive my complete ignorance in C++, but is there a way to add methods to intellisense for a code file(or better yet the entire project) without modifying the file where you would like the additional intellisense methods? I understand that normally I would just add a #include at the top but in this scenario I'm not allowed to do that because the compiler is actually a 3rd party command line tool. I'm thinking that maybe there's some sort of project properties option were I can point to the file where the methods I want added to intellisense are defined and that it would apply to all files in the project.
